Menacon is KSA-based company, created to provide consultancy and IT services for the business, educational and environmental sectors. Its first data analytics product, ProcurePlus, delivers AI-powered tender intelligence for organisations participating in government procurement.
Beyond procurement analytics, Menacon will expand into:

ProcurePlus: AI Tender Intelligence (Prescriptive Analytics)
Saudi government entities publish thousands of tenders annually through the Etimad procurement portal. While this ensures transparency, it creates analytical overload for suppliers.
Companies face recurring challenges:
- Identifying strategically relevant tenders
- Interpreting technical metadata efficiently
- Monitoring opportunities without manual daily review
ProcurePlus was developed as Menacon’s first AI-powered analytics system to address this gap. It transforms publicly available tender metadata into a semantic AI matching engine that aligns company capabilities with relevant government opportunities.
AI Architecture & Analytical Design
ProcurePlus was engineered as a semantic decision-support system rather than a keyword search tool.
1. AI Vectorisation of Tender Metadata
Publicly available tender metadata is converted into high-dimensional AI embeddings.
Companies create structured digital capability profiles, which are also transformed into AI embeddings.
Both are stored and indexed within Qdrant Cloud, enabling fast semantic similarity search.
This architecture allows conceptual alignment rather than surface-level keyword overlap.
For example: A company specialising in “renewable infrastructure optimisation” can match with tenders referencing “grid modernisation programmes,” even when terminology differs. This is AI-based semantic matching, not rule-based key-word filtering.
2. Similarity Scoring & Automated Intelligence
Using cosine similarity scoring, company profiles are continuously evaluated against newly published tenders.
Users can:
- Save a structured company profile
- Define similarity thresholds
- Receive automated email notifications when new tenders exceed their AI match score
This transforms procurement discovery from manual monitoring into AI-assisted opportunity detection.
The system enhances decision quality while maintaining full transparency — users are redirected to the official government portal to submit proposals through the standard process.
3. LLM-Assisted Strategic Review
An integrated Large Language Model layer supports executive-level evaluation by:
- Comparing company capabilities with tender requirements
- Highlighting potential capability gaps
- Structuring metadata summaries for faster strategic review
The objective is augmentation, not automation.
Human judgment remains central; AI enhances interpretation.
Data Residency & Regulatory Compliance as Strategy
One of the key architectural challenges successfully addressed in this project was data storage compliance within Saudi Arabia.
Because ProcurePlus allows companies to:
- Create login credentials
- Store email addresses
- Save structured company profiles
the system processes and stores user data.
To ensure compliance with Saudi data residency requirements, the platform was deployed on a Saudi-based VPS, with user data stored locally within the Kingdom.
This was not implemented merely as a compliance necessity.
It was a strategic decision from the ground up.
